Tunneling protocols can operate in a point-to-point network topology that would theoretically not be considered as a VPN, because a VPN by definition is expected to support arbitrary and changing sets of network nodes. When you connect to a VPN connection, a small drop in speed is bound to happen. Since the VPNs encrypt all the traffic, the drop in speed may be around 10 to 20% only. A handful of IPs do still work though and some people are having success after several connection attempts.
